[Document Controls Specialist] CLOSEOUT SPECIALIST

Overview
This work is to provide administrative functions or program support services where the products to be generated by the services are subject to control by established TOC program controls and review/approval processes. The intent is one full time position. The successful candidate will support the subcontract and purchase order closeout process. Closeout actions will require review of not only contract files, but reviews of required vendor submittals to ensure full completion of contract scope. Additionally, this task may conduct independent post award and pre- award file reviews and provide liaison support between WRPS Procurement and Internal audit. Local candidates wanted. U.S. Citizenship required.

Responsibilities
Required Tasks to be performed include:

Ensure all subcontract files are complete, including file summary memos, technical evaluations, and invoice reviews.
Review of all subcontract documentation for complete and accurate files and ensuring those files are accurately transferred to the Records Holding Area (IDMS)
Perform completion of all required reporting (e.g., small business, Davis-Bacon Certified Payrolls).
Support final cost incurred audit for prime contract and subcontracts.
Close out all purchase orders and subcontracts awarded to support the closeout effort.
Conduct assessments of various procedures and practices to ensure procedural compliance. Support change of process and procedures to support effective and efficient closure processes.
Ensure government-owned financial records are sent to a government-designated Records Center or entered into a records system such as the Hanford Integrated Document Management System.
Transmit TOC closeout records to records storage.
Develop and implement effective reporting to support closeout progress for procurement actions, including subcontracts, technical scopes and other technical/administrative projects.
Qualifications
EducationóMinimum Requirements

A College Degree is not required. High School Diploma (or GED) is always required.

Experience

5 years procurement or accounting experience with government agency or contractor.
Subcontractor shall have experience, skill and expertise in tasks involved in the formation of subcontracts and purchase orders, solicitations and administration.
Working knowledge of Federal Acquisitions Regulations (FAR) and Department of Energy Acquisition Regulations.
Other Qualifications

Extensive working knowledge of commonly used computer applications such as Microsoft Office Suite, internal software and/or internal business reporting and tracking systems.
Excellent written and verbal communication skills.
Desired Qualifications/Skills

Bachelorís degree (BA/BS) in Business related field and 5 years of related experience, or equivalent combination of education and/or experience that includes contract closeout activities.
Ability to exercise good judgment in selecting methods, techniques and evaluation criteria for obtaining results.
Knowledgeable in WRPS computer programs such as, but not limited to, Asset Suite, IDMS, PER's, CLTR, TFMSS, and E-Stars.
