General Description
The purpose of this position is to provide support to National Nuclear Security Administration (NNSA) Capital Projects for construction project management with the Savannah River Site (SRS). This support is in the form of Constructability Design Integration expertise specializing in mechanical engineering. This position will play a key role in providing input and recommendations based on sound constructability principles such as reviewing design documents, engineering specifications, purchase orders, subcontracts, inspection reports, delivery schedules, work sequencing, instruction manuals and other technical data to ensure project constructability issues are minimized. In addition to using sound constructability principles, Subcontractor will use industry leading hardware and software technologies to achieve the constructability goals of the project. Work with other functional groups such as engineering, planning, procurement, and construction to review and recommend specific actions to facilitate constructability. The Subcontractor will be a leader and advocate for constructability principles and will work with auxiliary groups to teach constructability concepts, best practices, construction details and lessons learned.

Safety is a primary responsibility for all employees working on and off SRS. Subcontractor shall obtain safety training, obey safety rules, and make safety an integral part of each task.

Performance Requirements: The Mechanical Lead Field Engineer is responsible to the Project Field Engineer for ensuring the quality of all mechanical/piping construction work on the project.

Subcontractor duties include but is not limited to the following:
• Perform Constructability Reviews on the project
• Utilize project automation tools
• Implement project Construction Quality Control requirements including inspection and testing of in-process and completed installations
• Assists construction supervision in planning construction methods and procedures. Coordinates engineering or construction problems with superintendents.
• Interprets design engineering drawings and prepares construction working drawings for the use of superintendents as required, including. Temporary construction facilities.
• Creates Field sketches of revisions and additions and coordinating/preparing "as built" drawings.
• Reviews design drawings, study Interference problems and reviewing related vendor drawings and installation instructions.
• Prepares or directs preparation of field bulk material purchase requisitions, including estimating the quantities and material takeoffs of the field purchases of materials.
• Verify/record installed commodities on quantity tracking systems or other computer database programs as required.
• Assists in coordination of vendor material deliveries, storage of materials, expediting and engineering reports related to the schedule.
• Prepares projections and schedules for manpower, material, and equipment requirements.
• Prepares field change notices, extra work orders and back charge notices.
• Reviews project controls documents on progress.
• Prepares cost estimates and reviews project design and engineering bills of materials to ensure their completeness.
• May be required to provide input on employee reviews of assigned subordinate personnel.
• Monitors installation of materials and equipment to assure conformance with drawings and specifications
• Provides technical assistance to the Mechanical/Piping Superintendents and keeps them informed on matters relating to mechanical work.
• Communicates with Design Engineering to understand design requirements and resolve field problems.
• Works closely with other discipline field engineers and coordinate efforts and activities to meet the project requirements.
• Performs quantity take-offs from design drawings as required and provides input into the project quantity tracking system.
• Prepare field design changes for the project
• Reviews the project schedules. Working with Mechanical/Piping Superintendents, develops weekly work schedules as required.
• Inspects mechanical/piping work in progress and prepares appropriate inspection records.
• Witnesses tests and completes final test acceptance records before system turnover.
• Assists the Mechanical/Piping Superintendent in resolving construction issues.
• Determines the scope of any installations not shown on the design drawings, such as temporary Pipe or equipment supports.
• Develops punch lists and work lists of to-go work for use in completing the mechanical/piping installations.
• Perform system/area turnovers including preparation of applicable as built documents and inspection records required by the contract

Engineering services shall be provided using SRNS processes and procedures. Programmatic guidance will be provided by SRNS.

Subcontractor shall be responsible for the management and execution of assigned programs/projects in accordance with the requirements of SRNS, and the operating policies and principles. The Subcontractor is accountable for the execution of the work in accordance with the quality standards and required specifications for the project.

Experience / Skills
• Candidate must demonstrate a minimum of 25 years in supporting commercial, federal science, or nuclear engineering projects or other task relevant programs with typically 5 to 10 years supporting projects in a management role.
• Experience developing and implementing Mechanical field engineering programs and processes, including installation and testing means and methods on large capital project, EPC, NQA-1, and commercial quality practice standards preferred
• Experience and working knowledge of national consensus codes and standards related to the respective candidate’s discipline is required. This would include ASME Boiler & Pressure Vessel codes, ASME B31.1 and B31.3, NQA-1, IPC, NFPA, SMACNA
• Experience and working knowledge of developing Mechanical estimates
• Experience with Mechanical labor productivity tracking
• Experience in Mechanical work package planning

Period of Performance Schedule
• Work schedule will be a nominal 40-hour work week but can be part-time or with interruption between on-site requirements dependent on the support requirements necessary for the project. It is estimated that each standard year will consist of two- thousand and eighty hours.
• The period of performance shall be for a period of one year from award of this agreement, with two option years.

Qualification Criteria
• An active DOE clearance is not initially required to perform assigned duties. Subcontract personnel must have the ability to obtain and maintain a DOE "Q" security clearance. After award, the selected uncleared candidate may be required to apply for a DOE clearance.
• Must be a US Citizen.
