Project Type: The project consists of repairing damage caused by Hurricanes Irma and Maria on PR-10 between kms 41.6 and 47.5. The work includes embankment reconstruction, reinforced soil slope systems construction, drainage systems installation, landslide stabilizations, gabion retaining wall systems, soil nailing walls, box culvert construction, pavement restoration, pavement marking placement, removal and replacement of guardrails, maintenance of traffic and temporary traffic control, construction of multi-span bridges, and other miscellaneous work.
Responsibilities: One (1) Qualified Project Office Engineer (POE) to provide construction contract administration support to the PE. POE shall Keep the PE informed of activities and concerns on the project on a daily basis, Reviews and performs detailed analysis of complex or moderately complex Critical Path Method (CPM) project schedule submittals, Reviews contractor monthly invoices, material submittals, shop drawings, As- Built drawings, contractor requests, and provide comments and/or recommendations to the PE. Review traffic control, environmental controls, construction methods, and all issues concerning the construction of the project. Determines the acceptability of the day-to-day work performed by the contractor. Document daily activities and ensure that project files are kept up-to-date. Reviews and recommends acceptance or rejection of daily reports submitted by the contractor. Informs the PE of possible changes and recommends solutions. Develops independent engineer’s estimates. Reviews and provides comments on contractor price proposals. Drafts contract modification documents, including prenegotiation memorandums. Creates draft onsite correspondence for the PE signature to the contractor providing clarification of contract requirements. Prepares drafts of correspondence for the PE and/or COE of official correspondence.
Experience: Project Office Engineer should have experience working on Bridge construction, construction of earth retaining structures including reinforced concrete walls, gabions, MSE, RSS, roadway excavation & fill, temporary traffic control implementation and maintenance of traffic, erosion and sedimentation control, and other miscellaneous heavy highway construction and related project inspection work. Experience working with EFLHD FP-14 and/or PRHTA standards and specifications is preferred. Inspector should be proficient in the use of Microsoft Office (Excel, word, etc...) and Adobe Acrobat (pdf). Bilingual (Spanish) candidates preferred; be able to read, write and speak Spanish, at a minimum, the ability to make oneself understood to all Spanish speaking individuals.
Duration: This is a long-term project expected to be completed November 2025. Project Office Engineer position is expected 20 hours/week.
