Position Summary
Manages an organization that establishes waste management objectives and requirements for the compliant management of radioactive and hazardous waste streams. Ensures that processes and procedures maintain compliance with disposal facility requirements for multiple waste types including, but not limited to: transuranic, low level, mixed waste, and hazardous waste. Develops and maintains waste data repository for all managed waste streams, evaluates characterization data for adequacy and defines data quality requirements in coordination with the WIPP certified program and the NNSS certified program. Defines treatment requirements for waste streams, and coordinates with operations to ensure that treatment processes meet programmatic requirements. Maintains both the Material Control and Accountability (MC&A), and Transportation program policy, and provides substantial input and support to the management of the Waste Management policy.
Essential Duties/Responsibilities (may include, but are not limited to):
Maintains N3B Material Accountability and Control, Transportation, and Waste Management Policy
Oversees administration of N3B TRU, LLW, and Transportation programs
Provides oversight functions for operations in waste processing and operations
Develops, implements, administers and certifies activities taken to comply with WIPP and M/LLW offsite waste acceptance criteria
Maintains and ensures compliance with DOE O/M 435.1, DOE O 460.2, 49 CFR, 40 CFR, and disposal facility WACs
Detects and prevents any quality problems, and verifies conformance to N3B specified process requirements
Ensures N3B waste management activities are compliant with Federal, State, and Local waste transportation requirements
Identifies and investigates noncompliant conditions, provides compliance direction, ensures nonconforming conditions are reviewed for technical justification, and verifies deficiencies are dispositioned in a timely manner
Performs remedial investigation/feasibility studies to determine and outline projects
Performs data reviews to establish legacy waste characterization; interprets data; and updates the characterization data tracking system
Interfaces directly with waste samplers, waste operators, and treatment and disposal personnel to gather data for the program
Prepares and submits a waste characterization plan for each waste stream including historical information, generating process, known or suspected contaminants and data quality
Researches documentation and ensure compliance with the Waste Acceptance Criteria
Participates in internal reviews of environmental documents
Develops waste certification plans for CH-TRU and M/LLW wastes
Develops and analyzes metrics and audit waste processes for programmatic compliance
Provides interface between CCP and N3B on waste data and certification packages
Develops generator waste certification packages for delivery to CCP and the N3B Waste Certification Official for offsite waste disposal
Maintains knowledge of WIPP and M/LLW disposal criteria.
Maintains and supports container inventory. Provides process requirements to facility operations.
Minimum Qualifications (Knowledge, Skills, Abilities):
Broad understanding of principles, concepts and techniques in the field of radioactive waste management, with knowledge of environmental regulations, and examination techniques and procedures
Demonstrated specialized training in RCRA and DOT regulations
Experience working with waste sampling events and working knowledge of statistics
Ability to manage a diverse staff with technical, engineering, and scientific backgrounds
Level of language skills, mathematical skills, communication skills, reasoning ability and computer skills necessary to perform essential functions of the job
Proficiency in MS Office (Word, Excel, PowerPoint, and Outlook) required
Waste Management experience and knowledge of LLW/TRU waste
Education and Experience Required:
Bachelors' degree in an engineering or physical science degree with a minimum of 10 years related experience. Must have experience working in a nuclear facility.
