Position Summary
Manages an organization that establishes waste management objectives and requirements for the compliant management of radioactive and hazardous waste streams. Ensures that processes and procedures maintain compliance with disposal facility requirements for multiple waste types including, but not limited to: transuranic, low level, mixed waste, and hazardous waste. Develops and maintains waste data repository for all N3B managed waste streams, evaluates characterization data for adequacy and defines data quality requirements in coordination with the WIPP certified program. Defines treatment requirements for waste streams, and coordinates with operations to ensure that treatment processes meet programmatic requirements. Maintains both the Material Control and Accountability (MC&A), and Transportation program policy for, and provides substantial input and support to the management of the Waste Management policy.
Essential Duties/Responsibilities (may include, but are not limited to):
Responsible for supporting the TRU Waste Programs Organization.
Organize and maintain all types of project documentation (reports, procedures/plans/policies, drawings, maps, correspondence, meeting minutes, actions, metrics, etc.).
Assist/Perform TRU Waste self-assessments as require utilizing prescribed techniques and methodology.
Gathering, collecting, recording, tracking and verifying information from multiple sources.
Compiling, reviewing and analyzing data.
Utilizing established or self-developed databases or systems to include follow-up of actions as needed.
Providing data and information to others on TRU Waste projects.
Prepare data and information into presentational material for the client and senior management.
Proficient in MS Office to include MS Word, Excel, and PowerPoint.
Assist managers in issues management, causal analysis, training, risk management, assessments, developing and implementing policies; and procedures for operational, technical, and process-related issues.
Perform other duties as assigned.
Oversees administration of N3B TRU, LLW, and Transportation programs
Maintains and ensures compliance with 49 CFR, 40 CFR, and disposal facility WACs
Detects and prevents any quality problems, and verifies conformance to N3B specified process requirements
Identifies and investigates noncompliant conditions, provides compliance direction, ensures nonconforming conditions are reviewed for technical justification, and verifies deficiencies are dispositioned in a timely manner
Performs data reviews to establish legacy waste characterization; interprets data; and updates the characterization data tracking system
Develops and analyzes metrics and audit waste processes for programmatic compliance
Minimum Qualifications (Knowledge, Skills, Abilities):
Broad understanding of principles, concepts and techniques in the field of radioactive waste management, with knowledge of environmental regulations, and examination techniques and procedures
Demonstrated knowledge in RCRA and DOT regulations
Level of language skills, mathematical skills, communication skills, reasoning ability and computer skills necessary to perform essential functions of the job
Proficiency in MS Office (Word, Excel, PowerPoint, and Outlook) required
Waste Management experience and knowledge of M/LLW or M/TRU waste
Education and Experience Required:
Bachelors' degree in an engineering or physical science degree with a minimum of 15 years related experience. Experience should include a minimum of 6 years of management responsibility. Must have experience working in a nuclear facility.
