Your Specific Responsibilities Include:
Review, assign, and continually optimize the assignment of cost estimates.
Perform reviews and reconciliations of cost estimates performed internally as well as through contracted support, ensuring adherence to established processes, formats, and documentation standards.
Prepare budgetary estimates based on conceptual design and specifications.
Develop detailed cost estimates, budgets, life cycle cost analyses, and value-engineering studies.
Develop and maintain standard cost estimating tools, templates, and software for the team.
Development and revision of cost estimating procedures, work instructions, forms, checklists, and databases.
Provide training and mentorship on estimating tools and best practices to internal cost estimators as well as project team members charged with performing cost estimates.
Provide leadership, direction, and oversight to the direct cost estimating staff in preparing take-off and cost estimates from conceptual ideas and plans to an established construction budget and serve as subject matter expert to others on cost estimating activities.
Lead the development and maintenance of cost escalation factors, market conditions, unit costs, and production rates.
Perform life-cycle cost analyses determining the most cost-effective option among alternatives, and advise project management, engineering and other clients on cost saving measures.
Evaluate and interpret design drawings, specifications, quantity takeoffs, and developing material lists.
Manage and maintain the estimating system architecture; frequently report estimate status, estimate accuracy, estimating workforce forecasts, and other relevant estimate metadata.
To Be Successful in This Position You Will Bring:
Bachelor’s degree in architecture, engineering, or construction management, or equivalent years of specific experience with 10+ years of experience performing the above listed duties.
Experience leading a team of cost estimators or contractors in a government or laboratory setting.
Subject matter expertise in multi-disciplinary project cost estimating for commercial, industrial, institutional and governmental projects.
Mastery of one or more unit cost estimating standards such as RS Means.
Significant expertise in interpreting design drawings, specifications, quantity takeoffs, developing material lists, and developing cost estimating, budgeting, life cycle cost analysis, and value engineering/management studies.
Significant experience presenting and explaining budgets, cost models and estimates, value engineering/management studies, life cycle costs analyses, feasibility studies, and construction estimates to customers and regulatory agencies.
Demonstrated ability to work with designers, engineers, and contractors regarding technical cost plans/models and cost estimating issues.
Excellent written and verbal communication skills and the ability to work effectively within a cross-functional team with diverse technical backgrounds.
Must possess excellent organizational skills with attention to detail and have the ability to manage several projects simultaneously.
Must be proficient in the use of standard cost estimating computing software, as well as MS Word, Excel, Outlook, and Project.
Significant experience and familiarity with DOE G 413.3 Cost Estimating Guide preferred.
Industry certifications in cost estimating such as PCEA/CCEA, CEP, or CPE are preferred, but not required.
