Edgewater Technical Associates is seeking qualified candidates for a Subcontract Technical Representative 2 opportunity in Los Alamos, New Mexico to support the Los Alamos Legacy Waste Cleanup (LLC) Project.

Work Location: Los Alamos, New Mexico at Project Management Office. Telecommuting and travel is authorized.
US Citizenship Required

SCOPE
While working to achieve N3B LLCC objectives, the Subcontract Technical Representative (STR) will ensure all activities and operations are performed in a safe and deliberate manner; will maintain required safety, security and operational training; assure procedural and regulatory compliance; and make safety, security and quality an integral part of every task; including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.

SPECIFIC TASKS
Duties include but are not limited to:
Supports the management of supplies, maintenance, or service subcontracts for PMO in accordance with N3BAcquisition Management policies and procedures.
Develops and submits requisition packages to N3B Acquisitions Management.
Assists in the development of statements of work, contract exhibits, and schedules.
Participates on a team of STRs to develop and improve PMO procurement processes through creative and innovative ideas.
Provides oversight of subcontract compliance with safety, quality, cost, schedule, security, and environmental performance within the terms of the contract.
Prepares accruals for all assigned subcontracts, using subcontractor inputs and subcontract insight.
Works with Project Managers (PM) to review subcontract invoices, addresses and corrects any issues, obtains Project Manager (PM) and CAM concurrence for payment.
Tracks subcontract Period of Performance and funding; takes timely actions to ensure project needs are met.
Supports subcontract close out activities and maintains contract files.

SPECIAL REQUIREMENTS
Minimum Qualifications (Knowledge, Skills, Abilities):
Skill and ability to perform complex and critical tasks to solve problems.
General knowledge of statement of work development and Exhibits F, G, and H development.
Ability to track and analyze subcontract costs and budgets.
Ability to develop subcontract and supplier accruals.
Ability to review, analyze, and identify deficiencies in subcontract invoices.
Interpersonal and communication skills to partner and build teams.
Ability to form and assist with administration of subcontracts through the bidder pre-qualification, compilation of bid requests, receipt of bids, bid evaluation, award, monitoring the performance of contractors, resolution of claims and disputes, and other such related steps.
General knowledge of subcontract policies, procedures, and government regulations affecting subcontract management.
Skill in preparing and presenting oral and written reports.

Education and Experience Requirements
Bachelors’ degree combined with 3 years’ relative experience. However, a combination of education and relevant experience wherein the knowledge, skills, and abilities to perform the position’s duties and responsibilities have been adequately demonstrated is acceptable.

Education Equivalency: 2 years of relevant experience for 1 year of college.
