Instrumentation and Controls (I & C) Lead Field Engineer - 689211 - SRS

Duties/Responsibilities:
Job Summary: The I & C Lead Field Engineer is responsible to the Project Field Engineering Manager for development and implementation of the I & C Field Engineering Program.
DUTIES: The I & C Lead Field Engineer shall be responsible to:
Act as the point of contact (POC) and subject matter expert (SME) for Construction I &C issues to include data and telecommunications
Understand and support implementation of the Advanced Work Package Program (AWP)
Oversight and support of the I & C Field Engineers
Oversight of Subcontract I & C Work
Act as point of contact with Design Engineering to understand design requirements and resolve design issues
Develop I & C installation procedures
Perform Constructability Reviews on the project
Assess and ensure adequate field engineering to support productive I & C field operations
Provide I & C estimating support as required to support project needs
Ensure I & C supervision and craft are provided the necessary information to construct the electrical work as designed
Assist support organizations as necessary to eliminate work constraints
Develop and maintain working relationships with I & C superintendents to support timely and productive installation of the I & C scope of work
REQUIRED QUALIFICATIONS:
Education:
& #10146; Bachelor's degree in an electrical engineering related field and at least 7 years of related experience.
& #10146; Technical Associate's degree and at least 10 years of related experience.
& #10146; A high school diploma along with the qualifications of an Instrument technician and at least 15 years of related experience.
Related experience includes positions held as an I & C field engineer on heavy industrial or power or nuclear construction projects; preference given to candidates with Major EPC Project experience.
Experience/Skills:
& #10146; Experience developing and implementing I & C field engineering programs on large capital project, EPC Preferred
& #10146; Experience with data and telecommunications work
& #10146; Experience and working knowledge of developing I & C estimates
& #10146; Experience with I & C labor productivity tracking
Work Hours:
A 40-hour work week is scheduled. SRS utilizes various work schedules, including 5/8s (8 hours/day; five days per week), 4/10s (10 hours/day; four days per week), and a 9/80s (9 hours/day, five days on week A and 4 days on week B). Work week excludes SRNS holidays. Each workday has a 30-minute lunch. Work hours in excess of forty hours a week may be required, as authorized by SRS management.
Area Security Access:
Candidate must be able to obtain and maintain a DOE Q security clearance. Supplier shall possess a positive FOCI determination from DOE which includes Q security clearance level. An active DOE clearance is not initially required to perform assigned duties while clearance request is processing. After award, the selected candidate will be notified when to apply for a clearance based on specific work assignments. Candidates who have possessed an active DOE clearance (L or Q) within the past two years are preferred.

(1) General Education Development (GED) or vocational degree = high school diploma
(2) A.S./A.A. degree = Two (2) year general experience
(3) B.S./B.A. = Four (4) additional general experience
(4) M.S./M.A. = Six (6) years additional general experience
(5) Ph.D. = Eight (8) years additional general experience
(2) The following clarification applies to all experience requirements.
The evaluation MUST explain in detail when using these equivalences. (see evaluation)
At SRSs option, related experience may be substituted for education. In certain cases, depending on the needs of NNSA Capital Projects the following will be considered in lieu of minimum education and experience: unique education, specialized experience, skills, and/or knowledge, specialized training, nationally recognized certification, military training and/or experience, quantity, and quantity of experience, and/or exceptional Grade Point Average.
