Highschool diploma and 12 years cumulative experience in engineering/project management or 16 years equivalent experience quality engineering execution
Experience
Candidates who have possessed an active DOE clearance (L or Q) within the last two years.
This position requires an in-depth knowledge of Planning and control of interdisciplinary activities, design discipline responsibilities, quality aspects for design control methods and procedures, cost and schedule applications, construction practices and start-up operation of plant systems.
Working knowledge of subcontracting and procurement practices.
Experience to be able to apply advanced Engineering principles, concepts, practices, and administration, to resolve site wide programmatic issues and establishing an organization capable of achieving all objectives of the division.
Possess advanced knowledge of corporate, company and department goals and policies and procedures, well-developed communication, and supervisory skills.
Previous DOE complex project experience.
Working knowledge of NNSA Capital projects.
Working knowledge of NQA-1 requirements.
Extensive knowledge of receiving, reviewing, and approving quality verification documents.
Physically capable of inspection of a variety of discipline activities, which may include but not limited to welding, piping, civil, concrete, buildings, fixed and rotating equipment, electrical, control systems, coatings, insulation, and non-destructive testing.
Candidate must be able to obtain and maintain a DOE Q security clearance.

ROLES:
1) Provide overall Quality Engineering direction, leadership, and management for assigned projects and tasks.
2) Integrate and manage quality engineering resources for assigned projects, by assisting in establishing design criteria, staffing plans, schedules, and engineering tools for quality engineering tasks.
3) Provide administrative direction to assigned leads and managers. Responsible for overall management, scheduling, and priority of the tasks and projects assigned.
4) Manage the administration, document control, project control and quality engineering sections for all assigned projects through section supervisors.
5) Resolve conflicts between Project Direction and Technical Direction from the Functional Managers.
6) Participate in department and site wide programmatic issues resolution and quality improvements.
7) Manage activities of subcontractors to ensure design output meets Project Technical, Cost and Schedule Objectives.
8) Establish baselines for Design Activities for all assigned projects and quality engineering work requests.
9) Recommend to quality team manager, subcontractor authorizations for new work and changes to baselines.
10) Evaluate project cost and schedule variances and implement corrective actions. Manage cost accounts for procurement of engineered materials.
11) Establish projects scope of work including assuring that there are firm customer requirements developed.

RESPONSIBILITIES:
1) Plan and coordinate the SRPPF QAP training to site personnel. 2) Establish staffing requirements and supervision of SRPPF quality engineering personnel, including training, coaching, and/or mentoring as needed.
3) Provide quality input to procurement and sub-contractor statements of work and other contract documents that affect the quality of permanent plant SSCs.
4) Verify that project and construction execution is being monitored by regular surveillance, inspection and/or formal planned audits, and ensure that quality surveillance/audit reports are issued to appropriate parties and that follow up occurs until closure.
5) Preparation and/or review of associated plans, procedures, and work instructions necessary to support the project (e.g., site quality auditing/surveillance, QC inspection and test plans, coordination of subcontract NDE services, etc.)
6) Plan and coordinate the review, approval, and certification of all quality verification documents.
7) Ensure the SRPPF quality engineering personal coordinate with other functions to ensure that timely review and resolution of identified discrepancies.

ACCOUNTABILITIES:
1) Ensuring that all personnel are trained, qualified, and certified in accordance with project procedures, specifications, and recognized codes.
2) Competition of all assignments in a timely manner so that there is no impact to project schedule. To include document review and/or approvals, quality verification document reviews, inspection, and tests, etc.
3) Track and trend identified conditions adverse to quality. 4) Developing, revising, and maintaining applicable procedures.

AUTHORITIES:
1) Determine the certification and qualification requirements for quality engineering personnel.
2) Signature authority for final certification of quality verification documentation reviews prior to turn over to the client.
3) Serve as the subject matter expert for quality concerns, and/or assigning the proper personnel to serve in this capacity.
4) Manage cost account for quality engineering department.

WORK HOURS:
A 40-hour work week is scheduled. SRS utilizes various work schedules, including 5/8s (8 hours/day; five days per week), 4/10s (10 hours/day; four days per week), and a 9/80s (9 hours/day, five days on week A and 4 days on week B). Work week excludes SRNS holidays. Each workday has a 30-minute lunch. Work hours in excess of forty hours a week may be required, as authorized by SRNS management.

AREA SECURITY ACCESS:
Candidate must be able to obtain and maintain a DOE Q security clearance. Supplier shall possess a positive FOCI determination from DOE which includes Q security clearance level. An active DOE clearance is not initially required to perform assigned duties while clearance request is processing. After award, the selected candidate will be notified when to apply for a clearance based on specific work assignments. Candidates who have possessed an active DOE clearance (L or Q) within the past two years are preferred.
