Buyer Position

This is a 6-month temporary agency assignment with a 4/10s work schedule. The work hours are from 6:30am – 5:00pm Monday – Thursday or Tuesday – Friday. This position may require additional overtime as necessary.
Principle responsibilities include, but are not limited to:
Performs tasks involved with the cradle to grave administration of purchase orders:
Prepares bidder’s lists, prequalifies bidders, forms and issues bid packages, coordinates bidder’s questions, receives and processes bids, prepares bid summary and justification for award/revisions, prepare and execute/award order, and prepares and maintains control and status reporting documents
Establishes files and controls for all outgoing and incoming correspondence on each assigned order
Monitors supplier performance for conformance with the purchase order and addresses issues as identified
Monitors activities by project personnel to ensure compliance with purchase order terms and addresses issues as identified
Communicates in a professional manner with suppliers and personnel within Bechtel to establish clear definition of requirements, and to assure performance to purchase order terms and conditions.
Maintains performance of assigned work in alignment with the basis of estimates for procurement.
Communicates with suppliers as necessary to achieve required service and results from potential and actual suppliers to meet project needs.
Communicates with Engineering, Operations and other project departments to assist and/or guide them in the preparation of material requisitions for the procurement of materials and equipment and to achieve the understanding needed to process these requisitions.
Ensures personal knowledge of the Bechtel and PCAPP Procurement processes and procedures and maintains work within those parameters.
Basic Qualifications:
Grade 23-
Bachelor’s Degree in Business Administration, Supply and Logistics Management, or similar discipline and 1 year of progressive, relevant work experience in general procurement, materials handling, buying, warehousing, and expediting
In lieu of a degree, 7 years of progressive, relevant work experience in general procurement, materials handling, buying, warehousing, and expediting
Must have the right to work and remain in the US without sponsorship
Must be able to obtain and maintain any security clearances required for this position according to Army Regulation 50-6 (Chemical Surety)
Grade 24-
Bachelor’s Degree in Business Administration, Supply and Logistics Management, or similar discipline and 3 years of progressive, relevant work experience in general procurement, materials handling, buying, warehousing, and expediting
In lieu of a degree, 9 years of progressive, relevant work experience in general procurement, materials handling, buying, warehousing, and expediting
Must have the right to work and remain in the US without sponsorship
Must be able to obtain and maintain any security clearances required for this position according to Army Regulation 50-6 (Chemical Surety)
Minimum Qualifications:

Good written and oral communications skills
Good knowledge of general business practices, procurement and administrative procedures.
Proficient in organizing tasks for completion by an agreed deadline.
Proven ability to function as part of a multi-discipline project team and to support team goals.
Basic knowledge of schedules and budgets
Basic understanding of materials and equipment being expedited.
Knows how to deal professionally with suppliers and project personnel.
Basic understanding of materials and equipment being expedited.
Basic knowledge of Federal Acquisition Regulations, and applicable Agency Supplements.
Basic understanding of Governmental Contracts and the flow-down of applicable clauses and requirements.
Preferred Qualifications:

Knowledge of the Procurement System and Maximo
Position requires US citizenship.

LOCAL ONLY – NO PER DIEM
