Critical program support to develop clear framework and effective procedures to standardize, clarify, and implement best practices around maximizing economic opportunity through business and workforce inclusion in LAWA capital improvement projects. Ensuring that the intent and objectives of LAWA’S inclusion policies are set forth clearly and implemented consistently, effectively, and professionally across contracts.
Essential Job Duties
Manage day-to-day LAMP inclusivity compliance activities and deliverables
Draft and manage the inclusivity and compliance project management plan, standard operating procedures, inclusivity correspondence, and other compliance documents
Monitor and enforce inclusivity contract commitments
Monitor and enforce implementation of inclusivity plans
Review and manage subcontractor and labor utilization reports, and other contractor submittals.
Identify and respond to any compliance issues in the reports.
Identify and address contractor efforts to evade or undermine inclusivity compliance
Make recommendations for remedy of any compliance issues.
Conduct annual compliance reviews
Work with inclusivity team, procurement staff, and project team to implement escalating consequences for contractor non-compliance
Work with the LAWA Business Relations Manager to establish the LAWA- Business Navigation and Facilitation Program to provide technical assistance and issue resolution support for active LAWA contractors
Daily interface with LAWA BJSR, LIT-CIP, and other LAWA, LAMP, CIP, and City divisions and teams, related to compliance matters
Facilitate meetings with other LAMP teams and LAWA and City of LA Divisions and staff to coordinate compliance processes and efforts
Participate in other LAMP, CIP and related LAWA meetings, as necessary.
Collaborate with staff and partners of the Business, Jobs, Social Responsibility team and its partners to establish compliance framework and procedures for contract management and subcontractor support around labor compliance, subcontractor utilization, and other areas related to business and workforce inclusivity.
Report on progress and activities

Key Identifiers for the Position
B.S./B.A. degree in engineering, construction, or business-related field
5 to 7 years of experience in the administration of commercial/government contracts, procurement, construction contracting. Contract compliance, workforce development, or labor analysis
Experience in a construction office.
Proficient in Microsoft Office Suite of software, adobe Acrobat Professional. Experience with large- scale construction and compliance software such as Primavera, Prolog, B2gNow, LCPTracker, OCPS, etc.is preferred.
Professional Experience Level/Other Qualifications
Experience in alternative project delivery methods including construction manager at risk and design-build preferred.
Comfortable operating in a team-oriented, collaborative work environment.
Produce accurate and timely results while maintaining a customer service attitude.
Experience in a construction office.
Must have a self-starter attitude with proactive, results-oriented focus, and willing and capable to assume additional responsibilities.
Demonstrated success on the job, as evidenced by satisfactory performance, acceptance of responsibility and growth in previous positions.
Effective oral and written communication skills
Must be detail-oriented and highly organized.
Willing to work various shifts or assume other responsibilities.
