Job Summary
The Senior Air Quality Specialist will support and coordinate refinery complance with air regulatory requirements. This inlcudes emission estimation, permitting, regulatory review, communications with regulatory authorities and internal facility audit support.

Minimum Qualifications
Bachelors Degree plus 10 years of experience required
An understanding of key Federal and state regulatory programs is necessary.
Familiarity with U.S. EPA emission estimation methods, good spreadsheet skills, and writing skills are also necessary.
Performance of this job is enhanced by significant prior permitting experience.
Transportation Worker Identification Credential (TWIC) Eligibility
Job Duties
Prepare routine environmental reporting (approximately 30 - 50 reports per year). Quarterly, semi-annual, and annual reports are filed.
Provide regulatory guidance, interpretation, and support for existing and new air regulations. Monitor pending new air regulatory developments. Participate in industry regulatory review groups.
Review new projects for potential air impacts (emissions and permitting). Provide guidance to Engineering and Operations where environmental regulatory requirements could impact the effort.
Develop and assist in coordinating air permit applications to support operational changes and new projects. Includes direct work with State and Federal Agencies.
Title 5 Operating Permit maintenance/review, includes tracking of potential Title V deviations on a daily/weekly/ monthly basis is required. Maintain the refinery's Title 5 Operating Permit, keeping it current. Oversee review process for annual compliance certification.
Maintain Emission Inventory for facility. Continue automating the emission inventory process.
Provide incident follow up and support. Work with Operations to develop emission estimates, draft follow-up letters.
