Overview
Participate as integral member of an owner’s program and project controls team, being directly responsible for program scheduling of multiple, interdependent projects of a large scale ($100m+ in value). Work collaboratively with other elements of the owner’s team, including project managers, construction managers, other controls discipline leads, and claims staff to monitor, report on, and negotiate issues on assigned projects. Review designer and contractor submitted schedules and perform analysis as needed. Provide owner with objective assessments of schedule delays (using Time Impact Analysis or other means), present summary and detailed findings to owner and/or third parties as needed. Engage in direct discussions with contractor, as needed, to understand basis of delay claims and support owner’s understanding of potential liabilities for the negotiation of appropriate settlements.

Responsibilities
Review project schedule submittals by Design and Contractor Team
Perform independent analysis of submitted schedules for Owner
Facilitate coordination on interface issues between multiple projects
Identify, understand and apply the relevant sections of the contract to each claim
Assist with change order and claims disputes
Complete analyses of contractor’s delay claims and related time impact analyses within context ofthe contract documents and industry practice; examine the claim and actual schedule for later orearlier completion; identify related disruption, acceleration and recovery opportunities; andrecommend apportionment of the delay and/or acceleration and any additional associated costs inaccordance with applicable, accepted practices, such as AACE International issued RecommendedPractice No. 29 Forensic Schedule Analysis (RP 29)
Provide reports of analyses and briefing materials as required. Develop reports that effectivelycommunicate complex project sequencing and/or forensic assessments
As applicable to particular claims, provide observations on potential delay mitigation, relatedschedule issues, communicate to team and recommend recovery alternatives, if any
Contribute to the advancement of LAWA’s goals through commitment to productive collaborationwith all stakeholders
Qualifications
Hardware/Software Knowledge

Mastery of Oracle P6 PPM 2021 or higher required
Experience with Microsoft Office Suite 365 is required
Experience with Adobe Acrobat and Bluebeam is required
Other preferred software familiarities include OPC (Oracle Primavera Cloud), Microsoft Project,PowerBI, Active Risk Manager, Acumen Fuse, or any other schedule risk analysis software, ScheduleValidator, and Claim Digger.
Professional Experience Level/Other Qualifications

Demonstrated experience completing forensic schedule analyses of the design and construction oflarge-scale, complex heavy civil, vertical and horizontal projects, particularly for assessment of delayclaims and potential owner’s liabilities
Demonstrated experience scheduling for multiple concurrent and interrelated projects
Demonstrated experience in probabilistic scheduling and project/program schedule risk analysis
Ability to effectively communicate technical and schedule related information in oral and writtenform to non-expert audiences
Hands-on experience with creating dashboards and graphic reports for program/projects progressand performance.
Ability to work collaboratively with other subject matter experts and resources to support owner’sevaluation of claims
Prior experience in aviation and large transportation projects, is highly desirable
Proven accuracy, reliability, and completeness in job accomplishment
Education/Training

A four-year degree in Engineering, Construction Management or related field is preferred.
PMP, PSP or PMI-SP certification is preferred.

Maybe required to work various shifts as needed
Reports to Program Controls Lead with is responsible for cost, estimating, accounting, documentcontrol and schedule management

Wage Data Per State Requirements
Hourly rate for this position is $90.00 - $100.00. The starting rate will be commensurate with skill, education, experience, and working environment.
