Responsible for identifying problems with design, installation, or commissioning of high voltage substations.
Tasks include producing test and commissioning documentation, advising on testing commissioning procedures, monitoring progress and analyzing test results, overseeing teams of technicians and ensuring they are in line with all health and safety regulations, ensuring compliance of testing QA/QC processes, and regularly meeting and corresponding with Project Manager or Client with responsibility to act independently on technical matters related to testing & commissioning.
Provide oversight for third-party relay and control technicians (Contractors). Projects will be assigned as the need should arise.
Expectations include, but not be limited to:
Ensure the performance of field testing of high voltage substation equipment is completed accurately and safely.
Capable of developing and executing substation equipment and relaying test procedures to ensure proper operation of yard equipment.
Provide technical instruction, mentoring, guidance with regard to substation systems and electrical power systems to field testing technicians.
Validation of time reporting from represented Contractors to provide information on time approvals.
Job observations including all policy requirements presented during orientation meetings. Emphasis should be on safety and HP reliability requirements within a substation environment.
Serve as a liaison between Client and Contracted resource.
Contact appropriate personnel to resolve anomalies noted during projects.
Coordinate activities requiring isolation with approved Client personnel (in the relay arena).
Validation that all of the correct deliverable paper work in regard to commissioning records for newly installed relay assets including:
Schematic and wiring print as built process.
Relay testing and commissioning records ( such as CT vanguard results etc.).
Final as-left relay settings files from contractor along with verification via compare functions.
Final in service readings and documentation.
Checklist of any questions and concerns during the project, were addressed, and resolved including with whom.
Bachelorís degree in Electrical Engineering, Electrical Engineering Technology, or equivalent. Level 3/4 NETA or NICET Certified a plus.
Minimum ten (10) years of applicable electrical testing experience.
Applicable experience may be substituted for the degree requirement.
Must have a good understanding of transmission level protective relaying schemes and exhibit advanced knowledge of electrical industry standards.
Requires strong leadership skills, attention to safety, strong analytical and problem solving skills, and advanced knowledge in the use of electrical testing equipment and tools.
Must have strong communication skills and previous experience interfacing with internal and external clients.
