The Commissioning Engineer provides oversight of new capital substation installations to ensure safe and reliable operation. This includes the development of check-out guides, review and approval of test results, development of equipment energization plans to minimize system risk, and final technical approval of equipment prior to it being released to transmission operations.


1. Operates in a safe manner at all times, wearing the proper personal protective equipment, actively participating in job briefings, and ensuring safety procedures are communicated and practiced by everyone.

2. Responsible for defining the appropriate checks, measurements and tests that will be required to verify that the design and construction of a substation modification is appropriate for the intended application.

3. Supports field installation and test crews by answering technical questions during equipment installations prior to testing.

4. Oversees all tests and measurements on any construction site, operating as Test Leader in providing final approval.

5. Provides field modifications to engineering designs, as necessary, to correct uncovered design errors or gaps in the prepared engineering package. Directs field crews regarding any modifications and ensure marked-up prints are sent in for revisions.

6. Acts as a technical resource, separate from the design and project groups at CE Power, challenging all aspects of the substations design and construction to ensure that any mistakes discovered are corrected before the new substation or modification to an existing substation goes into service.

7. Responsible for determining when a new substation or new/modified equipment in an existing substation is ready for energization and when any new equipment is fully functional and ready to be turned over to the appropriate dispatch organization for use. Responsible for providing both a Release for Test and a Release for Service.


Technical Proficiency: Proficient in Electrical Engineering technical skills and in the application of power systems apparatus, possibly developing a technical competency in specific equipment or systems. The ability to understand the design of complex protection and control systems. Proficiency with developing testing and commissioning plans for relays, instrument transformer circuits, protection and control circuits, and electrical power apparatus.

Adaptability: Shows resilience in the face of changing circumstances and shifting priorities; works well under stress and pressure and is not easily discouraged. A great amount of learning is on the job with experienced co-workers and managers, handling criticism is essential to employee growth.

Acumen: Works effectively with company and customer organizational structures and builds alliance with people at all organizational levels. Establishes and prioritizes goals and objectives on a project and personal level. Anticipates the reactions and positions of others accurately; involves the right people and resources at the right time. Submits all required paperwork and time sheets to promote proper project control, customer deliverables, and proper billing.

Communications: Communicates effectively one-to-one, and in small groups. Employee is able to articulate complex thoughts clearly, effectively and in a professional manner. Provide written reports for customer submittals, and project status for management. Effectively and consistently communicates all scheduling weekly and schedule changes immediately.

Mechanically Inclined: Hands-on and willingly gets “hands dirty” in substation and power plant/manufacturing environments.


The position is considered to have light physical demands that require the incumbent to communicate orally, hear at a conversational level and perform job tasks requiring the use of a telephone, fax, and computer.

While performing the duties of this job, the employee will be required to perform keying functions, and grasp and pinch to write. The employee will frequently (34-66% of the workday) be required to sit, walk and stand. Occasionally (6-33% of the workday), the employee will be required to bend, twist/turn, reach out, lift/carry and push and pull. The employee infrequently (2-5% of the workday) will be required to squat/kneel and climb. The employee is required to infrequently (2-5% of the workday) lift and carry up to 21-50 pounds and will frequently (34-66% of the workday) be required to lift and carry 11 to 20 pounds.


The employee will constantly (more than 75% time on job) work indoors and on rare occasions (no more than 5% time on job) be exposed to chemicals such as mineral oil and silicone oil. The employee will occasionally (up to 25% time on job) work with machinery and moving parts and frequently around material handling equipment. The employee may be required to wear protective eyewear, ear protection, gloves and other personal protective equipment as job tasks warrant.


Experience: 4-7 years directly in the field of power engineering, start-up and acceptance testing on primary power distribution systems and related protection schemes up-to 765KV. Understanding and application of ANSI C57, ANSI C37, and NESC in the design of substations and industrial power. Sustained successful performance at the Electrical Engineer level.

Reasoning Development: Ability to carry out instructions furnished in written or oral form; deal with problems involving several concrete variables.

Mathematical Development: Able to perform computations involving power. Advanced abilities in mathematics to include trigonometry, calculus, and algebra.

Language Development: Ability to read company manuals and reports, workplace rules and procedures; speak with poise and confidence, using correct English.

Education: BSEE or EET, prefer emphasis in power or equivalent work experience. Professional Engineer License (P.E.) recommended, NETA Level III recommended.
